How Birmingham Earns Teacher Units Paid by State -Without Use of Local Funds

Should this child be placed in overcrowded classrooms?  Are SACS (Southern Association of Colleges and Schools) Class Size Standards Right for Birmingham?  Not according to a resolution adopted by the Alabama State Board of Education.  Why is Birmingham still using SACS class size standards when the state board of education has found SACS class size standards to be unacceptable, too large for Alabama students ?
